Training Information:
Interactions With Persons Experiencing Homelessness/Mental Illness And Safety Of Workers
Join Sergeant George Suarez as he gives an overview on the Los Angeles County Sheriff’s Department
Homeless Outreach Services Team (LASD-HOST), the Los Angeles County Homeless Encampment Resolution,
and the interactions with Persons Experiencing Homelessness (PEH) and those in crisis. He will also introduce
the ROAR model for Crisis Stabilization.
Sergeant George Suarez is a 27-year veteran of the Los Angeles County Sheriffs Department. He has held
positions in Custody and worked at the Inmate Reception Center, Twin Towers and Men’s Central Jail. He
served as a Special Assignment Office and Detective for 10 years. He, then, was promoted to the rank of
Sergeant and worked a patrol assignment at Norwalk Station. Sergeant Suarez accepted a new position
at Training Bureau tasked with the creation of the Departments Crisis Intervention Training program. Due to his
compassion, work ethic, and attention to detail, he was asked to join the Mental Evaluation Team unit. At this
unit, he created the Departments first Mental Health Detective unit known as the Risk Assessment
Management Program (RAMP). Sergeant Suarez joined the Crisis Negotiation Team in 2016. His most recent
assignment is with the Los Angeles County Homeless Outreach Services Team.
Sergeant Suarez has honed his skills in the area of mental health and homeless outreach serving the most
vulnerable population of Los Angeles County. He has served to create and foster a paradigm shift in Law
Enforcement thinking from the warrior mentality to the Guardian Effect in 21st century policing.
