March General Meeting and Training Session 

The March General Membership Meeting and training session have been scheduled for March 14, 2023. The venue is the Buena Park City Yard, and our host is Street Superintendent Jeff Porter. Registration begins at 11:00 a.m., and the meeting will start at 11:30 a.m. 

The training topic is “Construction Defect Claims and Litigation.” It will cover first-party claim handling, construction subcontractors, indemnity and defense obligations, construction litigation, and a wide array of topics relating to these issues. Attorney Brian S. Letofsky will provide instruction and looks forward to an interactive session with everyone attending.

Mr. Letofsky has worked for 30 years in general civil litigation, including personal injury, product liability, construction accident, and construction defect defense of developers, general contractors, and subcontractors in almost all trades. He also defends claims for a national plumbing product distributor. In the past 22 years, Mr. Letofsky has become extensively experienced in the subrogation field, by prosecuting cases in workers’ compensation, product liability, fire, and water property, insurance, and automobile subrogation.

Have you ever wondered how bosses prepared and managed to get promoted to their positions? We have the answers and will provide training on “Preparing For Your Next Step In Your Career” at the February general membership meeting. Public Works Supervisor Jerry Moreno and Director of Public Works Sal Mendez will be on hand to speak on the topic “Preparing For Your Next Step In Your Career.” They will be on hand to share their experiences and for a Q&A session at the end of their presentation.

 Our host for the February general meeting is MSA Director Marlin Munoz, with the City of La Mirada. The venue is the “Carriage Barn” in La Mirada Neff Historical Park.  The venue address is 14300 San Cristobal Drive. You will want to mark your calendar for this valuable training and networking opportunity.

2022 Energy Code - Preparing For All Electric (Updates)
This workshop will be conducted by Bruce Cheney.  He Class will cover the 2022 major changes to California Energy Code, including a discussion on preparing for all electric appliances and transportation.

About the Instructor

Bruce Cheney is the founder and CEO of Anchors Aweigh Energy, an energy efficiency services company. Mr. Cheney is a HERS rater, a BPI Building Analyst, an ICC Certified Residential Combination inspector, and is active with ICC, IAPMO, and ASHRAE. Mr. Cheney has been working in the construction industry since his early teens, except for a brief vacation with the US Navy. Mr. Cheney has been working with the California Statewide Codes and Standards Team since 2013 as a subject matter expert on Title 24 Part 6, splitting his time between the classroom and job sites. In his free time, Mr. Cheney experiments with building off-grid heat pumps for space conditioning using water as a refrigerant and rammed earth buildings.
The presentation will include a Q&A period which may take additional time if available. I will point to additional free resources the attendees can seek out in the future if any of the content is relevant to their work.

Hello MSA Supporters: Next week, on November 10th, Thursday we will be hosting a virtual education planning meeting. We are basically looking for all types of speakers for next year's monthly meetings. 

Please go to our website ( to download the form that allows you to submit a topic of presentation, certification, or seminar. Every year we plan the upcoming year's speakers around this time. This is an opportunity to offer Management or development presentations, new technology, updates on regulations, etc. For all Public Works Workers in all divisions that you see helpful. 

We have found you extremely helpful with topics in the past and would love to see your new ideas & participation for this upcoming year. We need your help to ensure our members gain knowledge and benefits from the many years of experience you have to offer. If you can’t make it, please have someone log on and submit your topic for you. You can also forward this information to anyone you think can offer us great training. We are open to all topics of education.
