Minimum Qualifications
The ideal candidate will have a minimum of a high school diploma or equivalent and some college or vocational course work in science, water treatment, or public works, and five years of California municipal water system operation experience (including supervision). The ideal candidate will hold Certificates in State of California in Water Distribution II and Water Treatment II and able to obtain Grade III in Treatment and Distribution within one year of employment. Alternatively, any combination of training and experience that provides the required skills, knowledge and abilities will be considered.

Experience involving municipal water system operations and the maintenance of water quality standards are required. The most successful candidate will be proficient with personal computer operations; understand general water treatment operations and possess strong interpersonal communication skills. Familiarity with GAC Water Treatment Systems a plus.

License/Certification Requirements: Possession of a valid California drivers license; Class "C" or higher. Must obtain a Class B driver's license within one (1) year of employment. Able to possess or obtain State of California Water Treatment III Certificate and able to obtain a State of California Water Distribution II Certificate within 1 year of employment. Continuing education and State certificates are required by the State of California and paid for by the City.

THE POSITION
The City of Newport Beach seeks to fill two vacancies within the Department's Management team. The eligibility list established from this recruitment may be used to fill other Superintendent vacancies as they occur.

We are seeking energetic, creative, and detail-oriented individuals who will provide leadership to two field divisions. The General Services Department is organized into seven operating divisions providing services to residents, visitors, and internal City customers: Administration, Field Maintenance, Operations Support, Refuse, Parks, Street Trees, and Equipment Maintenance. The General Services Department employs 125 personnel with an annual operating budget of over $27 million.

The ideal candidates will have excellent leadership, communication, and problem-solving skills, a positive attitude and service orientation, and the ability to adapt to changing conditions and priorities. He or she will have the chance to use their combination of experience, skills, and leadership abilities to excel in a progressive municipal maintenance department. Successful candidates will also have the opportunity to provide input to the design of City capital projects, insuring that future maintenance requirements are taken into account at the earliest stages of development.

Operations Support: This position manages, supervises and coordinates the programs, services and activities of the Operations Support Division of the General Services Department including, facilities maintenance, beach maintenance, street sweeping, storm drain/tidal valve operation and maintenance, carpentry, and sign and paint shops.

Field Maintenance: This position manages, supervises and coordinates the programs, services and activities of the Field Maintenance Division of the General Services Department including, asphalt and concrete maintenance and traffic signs and markings.

SUPERVISION RECEIVED AND EXERCISED: Receives general direction from the General Services Director and exercises supervision over subordinate staff.

ESSENTIAL DUTIES
Depending upon assignment, duties may include, but are not limited to, the following: train, motivate and evaluate staff; establish standards of productivity and performance; prepare and present employee performance reviews; provide or coordinate staff training; recommend employee recognition; work with employees to correct deficiencies, implement discipline procedures, and recommend employee terminations; approve work hour and expense reports; supervise the maintenance of time, material and equipment use records; prepare staff reports; participate in the development of the Division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; review capitol improvement plans related to the assigned services and provide input regarding future maintenance activities; administer assigned capital improvement projects; maintain inventory and requisition supplies and materials; recommend the purchase of equipment and assist in the development of specifications; answer questions and provide information to the public; receive and investigate complaints and recommend corrective action, as necessary to resolve complaints; ensure the adherence to safe work practices by operations support personnel; coordinate operations support services activities with other City departments, divisions, and sections and with outside agencies; prepare operational reports and cost estimates for operations support services activities; and perform related duties as assigned.

WHEN ASSIGNED TO THE OPERATIONS SUPPORT POSITION:
Direct, oversee and participate in the development of the Operations Support Division work plan and methods; supervise programs including facilities maintenance, beach maintenance, street sweeping, storm drain/tidal valve operation and maintenance, and carpentry and the sign and paint shops; assign work activities and projects; monitor the work of contractors performing operations support work for the City; implement policies and procedures; develop new or modified systems, policies and procedures; develop and implement operations support schedules; inspect work sites and before, during and after completion to assure work is completed in a satisfactory and thorough manner; check catch basins, wharves, city buildings and facilities, beach ocean and bay front signs, equipment and related items for maintenance and repair.

WHEN ASSIGNED TO THE FIELD MAINTENANCE POSITION:
Direct, oversee and participate in the development of the Field Maintenance Division work plan and methods; supervise programs including asphalt and concrete maintenance and repair of streets and sidewalks, street marking and traffic sign installation, maintenance and repair; assign work activities and projects; monitor the work of contractors performing field maintenance work for the City; implement policies and procedures; develop new or modified systems, policies and procedures; develop and implement field maintenance schedules; inspect work sites and before, during and after completion to assure work is completed in a satisfactory and thorough manner; check streets, sidewalks, traffic signs, pavement markings, equipment and related items for maintenance and repair.

QUALIFICATIONS
Knowledge of: Occupational hazards and standard safety precautions necessary in the work; principles and practices of supervision, training and personnel management; procedures and techniques of budget administration; english usage, spelling, grammar, and punctuation; computers and associated City software programs; record keeping and reporting procedures; and safe work practices. Ability to: Learn City codes and regulations related to programs and activities; conduct studies, prepare comprehensive reports and determine cost effective ways for providing the assigned services; prepare and administer a budget; exercise sound independent judgment within established procedure guidelines; supervise, train and evaluate personnel; communicate clearly and concisely, both orally and in writing; appear for work on time; follow directions from a supervisor; understand and follow posted work rules and procedures; accept constructive criticism; and establish and maintain cooperative working relationships with those contacted in the course of work; and work overtime hours as needed.

EXPERIENCE & TRAINING AND LICENSE/CERTIFICATE

Operations Support Superintendent: Five years of increasingly responsible experience performing varied operations support work, including one year of supervisory experience and equivalent to the completion of the twelfth grade supplemented by specialized training in personnel supervision or a related field is desirable.

Field Maintenance Superintendent: Five years of increasingly responsible experience performing varied street and sidewalk maintenance and repair work, including one year of supervisory experience and equivalent to the completion of the twelfth grade supplemented by specialized training in field construction and administration of public works projects.

Both positions require possession of a valid and appropriate California driver's license.

POSITION

Definition: Under general supervision, diagnoses, repairs and maintains electrical, plumbing, heating, ventilating and air conditioning systems for City buildings and facilities.

Characteristic Duties and Responsibilities:
Diagnoses, installs, repairs and maintains electrical distribution to 480 volts including lighting, alarm and audio systems and computer cables, scoreboards, generators, air compressors and golf course equipment.

Diagnoses, installs, repairs and maintains heating, venting and air conditioning equipment including air handlers, motors, compressors, pumps, valves, electrical components, electric and pneumatic controls.

Diagnoses, installs, repairs and maintains plumbing systems including pumps, valves, piping, water heaters, irrigation systems, fixtures and faucets.

Installs, repairs and maintains doors, hardware, locks and closers; repairs carpet and ceiling tile; constructs walls, prepares surfaces for painting and paints; hangs pictures and window coverings; assembles and repairs wood and metal office furniture and workstations.

Provides technical advice to departments; oversees work performed by contractors; approves progress payments to contractors.

Maintains records of supplies, materials, equipment and time spent on repairs; reviews bids; prepares specifications for new equipment; purchases materials and equipment; updates fire extinguishers and asbestos reports.

Responds to complaints and determines appropriate corrective action; coordinates activities with other City staff in resolving complaints as necessary.

Knowledge, Skills and Other Characteristics:

Working Conditions:
Routinely required to lift and/or carry up to 75 pounds. Required to enter confined spaces, hot and cold areas and climb ladders.

Licensing/Certification Requirements:
A valid California driver’s license.
Trade Electricity Journey level and/or Certification.
HVAC Universal Journey level and/or Certification.
EPA Asbestos Abatement Worker Certification.

Minimum Qualifications:
Graduation from high school or GED, specialized plumbing, electrical and HVAC training and three (3) years increasingly responsible experience in building and facility maintenance and, or an equivalent combination of education and experience.
